Function Of Edo State Primary Health Care Development Agency (EDSPHCDA)

Planning and Management:

EDSPHCDA is responsible for setting up state targets and developing evidence-based and integrated operational plans for primary healthcare services. This involves determining the prevention, treatment, and care services needed in alignment with national priorities. Through careful planning and management, the Agency ensures that healthcare services are delivered efficiently and effectively.

Coordination:

The Agency plays a significant role in coordinating the activities of Local Government Health Authorities (LGHAs) within Edo State. By providing coordination and alignment of primary healthcare activities with state priorities, EDSPHCDA prevents duplication of efforts and minimizes gaps in service delivery. 

This coordination maximizes the utilization of available resources and supports the development of patient referral care networks across all levels of the primary healthcare system.

Community Participation:

The Agency recognizes the importance of community participation in primary healthcare. EDSPHCDA monitors the performance of Ward Development Committees (WDC) and other community support groups. By encouraging active community participation, the Agency promotes the involvement of local communities in decision-making processes related to their healthcare needs. This participatory approach ensures that healthcare services are tailored to meet the specific needs and priorities of the community.

Financial and Resource Allocation:

EDSPHCDA ensures the accountability of all stakeholders involved in primary healthcare by monitoring resources, activities, and results. The Agency oversees the proper allocation and utilization of financial resources to support primary healthcare services. By promoting transparency and accountability, EDSPHCDA aims to optimize the use of resources and ensure that they are effectively utilized to benefit the residents of Edo State.

Human Resource Development:

The Agency is actively involved in the recruitment, training and deployment of qualified healthcare personnels to Primary Healthcare Centres. This ensures that communities have access to skilled professionals such as Doctors, Nurses, Pharmacist/Pharmacist Technicians, Community Health Extension Workers etc.

Healthcare Service Delivery:

EDSPHCDA coordinates and the delivery of a wide range of essential healthcare services at the Primary care level including community-based, facility-based, outreach, and referral services. These services include general medical consultations, immunizations, ante-natal care, family planning, maternal & child health services, disease surveillance, prevention & control, health promotion activities, community participation and collaboration with stakeholders.

Monitoring and Evaluation:

To maintain a high standard of care, the Agency conducts regular supervision and assessment of primary healthcare health facilities and services to ensure that they meet established standards and quality guidelines. Through regular supervision, EDSPHCDA monitors the performance of healthcare facilities and identifies areas for improvement. They also monitor availability of equipment, essential drugs and supplies while promoting adherence to best practices.

Health Information System:

EDSPHCDA oversees the collection, analysis and utilization of health data to inform evidence-based decision making. This enables the Agency to identify health trends, prioritize interventions and measure the impact of health programs.

  1. Primary Health Care Challenge 2023

Edo State emerged second runner up, south-south zone winning N185 million, three hundred and sixty-eight thousand naira only in the Primary Health Care Challenge 2023 organized by the Nigerian Governors Forum, The National Primary Health Care Development Agency, UNICEF with the support of Bill and Melinda Gates Foundation, and the Aliko Dangote Foundation.

2. Achievement of Primary Health Care Under One Roof (PHCUOR)

An initiative of the Federal Government which involves the integration of all Primary Health Care services under one single authority (one Management, One Plan, and One Monitoring & Evaluation) to reduce fragmentation in the delivery of primary healthcare services.

3. Established electronic patient record system in 52 Primary Health Care Centres.

4. South-South Immunization Exercise

The Governor of Edo State, Mr. Godwin Obaseki wins best performing Governor’s award for routine immunization in the South-South region in 2021/2022.

5. NPHCDA letter of commendation for excellent performance in the second round of polio outbreak response campaign. (January 2023).

 

6. COVID-19 Vaccination Exercise

Improved Uptake of Covid-19 vaccines across the 18 LGAs across the State (From 22% to 51%).

7. Basic Health Care Provision Fund (BHCPF)

One of the encouraging aspects of the Basic Health Care Provision Fund (BHCPF) in Edo is the significant increase in service utilization. As of December 2023, we have about 150 PHCs offering free services to 9331 individuals in Edo State which is (22.05%) as compared to (0.1%) in March 2022.

The Chairman of the Board of Directors (EDSPHCDA). The Board Chairman is appointed by the Executive Governor of the State and is the head of the board of directors of the Agency.

2. Dr. Omosigho Izedonmwen, 

The Executive Secretary, Edo State Primary Health Care Development Agency (EDSPHCDA). 

The Executive Secretary is the head of the Agency and is appointed by the Executive Governor of Edo State. He is the Chief Executive and Chief Accounting Officer for the EDSPHCDA.

The Executive Secretary, EDSPHCDA is responsible for: 

1. Overall planning, budgeting, implementation, and monitoring of PHC activities in the state.

2. Supervising the activities of all directors and all other direct reports.

3. Ensuring collaboration with other MDAs as needed on healthcare matters in the state.

4. Guiding activities of the Board based on the monthly and quarterly reports sent to him from all units, directorates and working groups.

5. Defining, communicating and enforcing the EDSPHCDA strategy in collaboration with all the other EDSPHCDA directors.

6. Performing any other duties assigned to him by the Board.
